First affordable homes completed at former Leeds factory site

We’ve reached a major milestone in Leeds - the first affordable homes at our Armley development are now complete and ready for families to move in.

Built on the site of the former Tower Works factory off Moorfield Road, this new community will provide 50 high-quality homes – including 27 houses and 23 apartments - all available for affordable or social rent.

We’re working with Termrim Construction to deliver the scheme, with support from Leeds City Council and Homes England. The first homes were handed over in August, and the rest are due to be finished by the end of 2025.

Sian Webster, our Executive Director of Growth and Assets, said: “We know how urgently families in Leeds need affordable homes, so it’s fantastic to see the first ones at this site completed and ready for people to move in.

“Every home here is being built to meet the needs of local residents – whether they’re young families starting out or older people looking for stability.

“This development is also a key part of our wider ambition to deliver 8,000 new affordable homes across Yorkshire. With over half already built, we’re making real progress towards that aim.”

Leeds City Council is putting in up to £750,000 through its commuted sums funding stream to help make the project happen. And it’s part of a wider push to boost affordable housing across the city. After record building levels in 2023, another 750 homes are expected this year - and around 780 a year over the next three years.

In the last five years, more than 2,900 affordable homes have been built across Leeds by the council, housing associations and private developers - more than any other major UK city outside London.

Once it’s finished, the Armley development will provide a mix of one to four-bedroom homes, all built to high energy-efficiency standards, including with the installation of solar panels. Each apartment will also benefit from smart hot water tanks that learn when and how much hot water people use.

Councillor Jess Lennox, Leeds City Council’s Executive Member for Housing, said: “Schemes like the one taking shape at Moorfield Road can have a transformative effect on people’s lives, so it’s really good news that its first homes have been completed and tenants can now start moving in.

“The development is a brilliant example of what can be achieved through partnership working, and also underlines our determination as a council to support the delivery of high-quality, energy efficient and affordable housing in areas across the city.”
